Overview

Location: Whiteside County, IL

Description

This project involved full- and partial-deck repairs, replacing joints, and other structural maintenance repairs on US 30 over Elkhorn Creek (SN 098-0033) in Rock Falls, IL located approximately 3 miles west of the city. The work was completed in two stages, each focused on structural repairs improving the integrity of the bridge, enhancing traffic safety, and extending the lifespan of the roadway and bridge structure.

In stage one, the eastbound lanes were closed, and traffic in both directions was shifted onto the westbound lanes and shoulder. Structural repairs included work on the south parapet wall and replacing the existing expansion joint with a preformed strip seal joint, replacing the east and west end inlets, and replacing 12-inch pipe drains to restore deck drainage.

In stage two, traffic was shifted to the eastbound lanes and shoulder, and westbound lanes were closed to accommodate repairs to the parapet walls.

In the final stages, roadway improvements included milling and resurfacing (Hot Mix Asphalt) HMA on the east- and westbound approaches, covering approximately 100 feet in each direction, along with longitudinal deck grooving and low-profile grinding.

Services Provided

MONITORING & REPORTING

• Monitoring contract progress and ensuring timely completion of the project
• Maintaining and submitting weekly reports to District 2  and the contractor
• Conducting daily traffic control checks and documenting in the project diary
• Managing inspectors and overseeing daily field operations
• Requesting and scheduling independent weight backs and trooper assistance
• Conducting daily inspections and traffic control
• Generating Inspectors Daily Reports and Daily Activity Reports, and collecting evidence of inspection
• Verifying construction layout

DOCUMENTING & COORDINATING

• Documenting material testing, including pre-pour meetings for Hot Mix Asphalt (HMA) and Portland Cement Concrete (PCC), and reviewing test results before proceeding
• Documenting force account work, coordinating with the resident engineer and field engineer before issuing contractor directives
• Preparing and submitting pay estimates, change orders, AUPs, and authorizations
• Submitting balancing authorizations for final quantities on completed pay items and resolving related disputes
• Preparing traffic control reports and uploading to the Construction Materials & Management System
• Coordinating and ensuring material inspections were completed in adherence with contract plans and specifications

QUALITY ASSURANCE & TESTING

• Coordinating all Portland Cement Concrete (PCC) pours and HMA start-ups
• Inspecting and documenting construction staking and layout to ensure the project adhered to plan lines, grades, and elevations
• Collaborating with the inspection team, ensuring clear communication and timely completion of assigned tasks and consistent quality

PROJECT CLOSE-OUT
• Implementing an organized project documentation system, including submittals, pay applications, scope changes, RFIs, and progress photos
• Generating a preliminary punch list to address any remaining issues, such as final cleanup and pavement markings
• Ensuring the project was completed to specifications before reopening the bridge
