This project is part of the Illinois Department of Transportation’s conversion of the IL 38 interchange over I-39 into a diverging diamond interchange. d’Escoto provided construction management, overseeing partial demolition and extension of an existing culvert (SN 071-1196), widening embankments along IL 38, and placing subgrade aggregate, stablized subbase, and Portland Cement Concrete (PCC) pavement for the new configuration. The scope included replacing two traffic signal intersections, installing one new signalized intersection, adding new roadway lighting along IL 38, constructing two new overhead sign structures and replacing one, applying pavement patches, and building a bike path from Dement Road to a Pilot gas station.
d’Escoto also provided inspection services for the superstructure replacement and substructure improvements of the IL bridge to accommodate the new configuration, including removing the existing bridge deck, installing a new bridge deck, and semi-integral abutments on existing steel girders and abutments, cast-in-place approach pavement and PCC connector pavement, and slip-formed parapets and hand railings.
• Coordinating with IDOT’s resident engineer and field engineer to address issues arising during construction
• Documenting progress daily in the Construction & Materials Management System (CMMS) and generating weekly reports including, pay applications, scope changes, and site photos
• Verifying field measurements, calculations, and pay item quantities before documenting in CMMS
• Preparing and submitting administrative use permits, authorizations, change orders, and pay estimates, ensuring timely contractor payment
• Managing line-item quantities to maintain budget and resolving quantity disputes with contractors
• Inspecting, reviewing, and documenting materials according to contract plans and specifications, and entering in the CMMS
• Coordinating utility relocations
• Conducting erosion control and traffic control reports to address potential issues
• Guiding and resolving issues arising during construction of the bridge, culvert, and roadway pavement
