Willow Road between IL Route 43 (Waukegan Road) and I-94 was reconstructed to two lanes in each direction separated by a median. Aesthetic improvements were planned throughout Willow Road corridor with special emphasis in the downtown area. The reconstruction consisted of the widening and reconstruction of approximately 1.8 miles of Willow Road, partial reconstruction of two of the four interchange ramps at I-94, and completion of the sidewalk network between Waukegan Road and I-94.
These improvements included new sidewalks on both sides of the road. Drainage improvements included enclosed storm sewers, ditch/swale modifications, storm water detention and water quality swales. Additional upgrades to the watermain and sanitary sewers system were also planned. The existing bridge (SN 016-0535) over the Middle Fork of the North Branch of the Chicago River was replaced, while the existing bridge over the Edens Expressway was modified to reconstruct the south sidewalk and parapet.
Associated improvements intended to lengthen the existing auxiliary lanes included the widening and reconstruction of portions of Waukegan Road, various intersecting streets, and portions of the entrance and exit ramps along I-94, traffic signal modernization at six (6) existing signalized intersections, and a new pedestrian-only crossing traffic signal at Willow and Clarkson Parks.
d’Escoto, Inc. provided phase III engineering services for the Willow Rd. widening and reconstruction project. d’Escoto, Inc.’s staff duties included inspection and documentation of pay quantities and field supervision of all daily construction activities. These efforts ensured work was executed per project requirements. Quality assurance checks of materials and workmanship were also performed, to ensure the safety of road users and field staff. Staff also generated daily field inspection reports and documentation of production quantities for progress payments.
