Nicor’s Crawford line consisted of approximately 13 miles of 20-inch sandwich main, scoped for replacement in seven phases. d’Escoto provided various construction inspection services for the Crawford Phase 7 project – the first phase of the Crawford Replacement program.
During this phase, existing 10 and 20-inch steel sandwich transmission lines were removed and replaced with one 24-inch steel distribution line (2.2 miles) from Station 147 to Governors Highway/Crawford Avenue. The existing 20-inch line was on a seven-foot easement in ComEd’s right-of-way and removed per ComEd requirements, and the existing 10-inch line removed with the new 24-inch line installed in its place.
d’Escoto inspected the construction, installation, and commissioning activities performed by Nicor’s construction contractor during Phase 7 of Nicor’s Crawford distribution pipeline replacement. d’Escoto’s experienced team of qualified inspectors included:
• Chief Inspector – overall management of inspection team and responsibility for the successful delivery of each project phase; monitor, report, and assist with questions regarding contractor and inspector services; provided master daily reports for client review
• Chief Weld Inspector – manages the crew of certified weld inspectors and takes overall responsibility of the weld inspections
• Corrosion Inspector (CP 2 Registration) – on-site inspection, testing, and documentation of constructed cathodic protection and AC mitigation systems
• Office Manager – back-office support to the chief inspector, tasks include finalizing, filing, and loading reports to SharePoint; organizing binder documentation; and managing timecards, field equipment, and project supplies
• Weld Inspectors (AWS Certified) – visually inspect each weld joint to verify that a sound weld produced, proper welding procedures implemented, and work performed by qualified welders; verify other contractors examine every weld joint for compliance to API 1004 specifications and each weld passes non-destructive testing
• Coating Inspectors (NACE Level 1 Certified) – inspect pipe and weld coatings for defects and damage prior to all backfills, HDD pull-throughs, or jack and bores; verify all field-applied pipe coating meets Nicor’s mill thickness and manufacturer’s hardness specifications; verify coating is protected during installation and not damaged during pull-through activities
• Utility (General) Inspectors – continuous, daily oversight of individual project segments to verify construction adheres to schedule, design, and specifications; ensure compliance with all permit and JULIE requirements; validate environmental best management practices are followed in accordance with permits and construction plans; and coordinate construction activities with landowners as needed
